Although the National Park Service (NPS), is exploring the possibility of charging overnight campers for their services, it was not certain if this would be feasible. Luis A. Gastellum contacted George B. Hartzog Jr. the NPCS administrator with concerns over the proposed fee program on September 26, 1969. In his letter, he urged the agency to continue to consider the idea. The resultant debate lasted until March 1970 when a congressional directive was issued to establish fees.

Private campgrounds don't get tax dollars, so they charge visitors' fees. The fee covers the costs of visiting visitors and is therefore necessary.
